It replaces the Public Sector Information Directive, also known as the ‘PSI Directive’ ( Directive 2003/98/EC ) which dated from 2003 and was subsequently amended by the Directive 2013/37/EU . This Directive should be implemented and applied in full compliance with the principles relating to the protection of personal data in accordance with Directive 95/46/EC of the European Parliament and of the Council of 24 October 1995 on the protection of individuals with regard to the processing of personal data and on the free movement of such data (4).

The PSI Directive focuses on the economic aspects of the re-use of information rather than on access to information by citizens. It encourages the Member States to make as much information available for reuse as possible.
